OSSE proposed revised regulations governing the special education responsibilities of charter schools and the school placement of children with disabilities enrolled in charter schools and special education dispute resolution procedures and timelines. OSSE’s revised proposal included many of the suggestions CLC made in previous comments submitted on July 17, 2009 and June 26, 2009. Children's Law Center submitted new comments urging further revisions to improve school placement decisions, avoid incentives for charter schools to discriminate against children with disabilities, and to improve the dispute resolution process.
