Testimony: Tenant and Homeowner Accountability and Protection Amendment Act of 2019

Through our medical-legal partnerships with six District-based health clinics, Children’s Law Center helps many DC families with children harmed by unhealthy housing conditions, including mold, lead, and infestations. We support the passage of the Tenant and Homeowner Accountability and Protection Amendment Act because it has important provisions that strengthen tenants’ rights and represents another step towards ensuring that all District children and families live in safe and healthy homes.

Children’s Law Center Policy Attorney Elizabeth Oquendo testified that the bill incorporates many of the best practices we and other advocates have championed as solutions to our healthy housing crisis, including the creation of a Strategic Health Housing Official, mandated inspector ratios, and cross-trained inspectors licensed to assess for housing code violations, lead, mold, and asbestos.
